Those floating balls that seem to be in the most inconvenient places are markers for crab traps. Most of the trap's placements are legal (even though I think they are a hazard to prop driven and recreational vessels).
In Florida, the rule states; traps must not be placed in navigational channels or the inter-coastal waterways, or in navigational channels maintained and marked by any county, municipal, state or federal governmental agency.
There is little anyone can do about their placement in areas not designated as a maintained channel or waterway (this includes the residential canals).
DON'T mess with the traps. That is against the law.
However, a call to FWC could prompt the FWC to contact the fisherman in making a better placement recommendation.
